Nigel Rock is not yet an MP but is a District Councillor in
Stratford District. He represents the District Council ward most distant
from Stratford
Council offices. In the interests of full and transparent disclosure
about our prospective parliamentary candidate, this information is included
here having been drawn from the Council's reports. There are 53
Councillors - Nigel Rock is 25th out
of 53 Councillors in respect of payments received from the public purse.
Allowances
Nigel Rock received a councillor's allowance of £4455, this figure being the lowest (jointly) in the ranking of
Councillors who served a full term. It is slightly less than the
basic allowance, as he refused an increase recommended by the remuneration
panel. Nigel Rock is one of 6
councillors who declined the increase (all of whom were Lib Dems).
Travel
Stratford Councillors can have
some, but not all, of the
costs of their travel from home reimbursed. Travel on Ward business is not
reimbursable but travel to meetings is eligible at the same rate as Council
staff. The only practical means of travel to Stratford from Nigel's home is by car.
Lib Dems at the Council have proposed a reduction in the mileage rate. Wherever
possible, Nigel combines business to minimise the number of trips in the
interest of the environment and reducing costs. Cllr Nigel Rock received £974 (15th out
of 53 despite furthest distance from Council Offices.) Following pressure
from Lib Dems, including Council Motions, members have the option to claim a
reduced mileage allowance (from August 2009). Nigel
Rock is one of those Councillors who choose to claim
substantially less that the entitlement.
Subsistence
Councillors can claim for meals
etc when away from home for longer periods. Despite the availability of
this for reimbursement, Nigel has not claimed for any subsistence.
Publications
Nigel Rock communicates regularly with the residents in his
Ward via the publication of Focus Newsletters. He pays for the cost of
printing these leaflets himself. From his own pocket, he also makes a
financial contribution to Stockton's
News equivalent to a full page advertisement, in compensation for the inclusion
of his monthly news item.
