Stratford District Council has been considering how to address renewable energy within the planning systems. This review was initiated and led by Nigel Rock who is a Stratford District Councillor. Nigel has written a Paper to encourage a rational methodology for considering planning applications. The intent is that this should form guidance in the Local Development Framework (LDF) or other formal documents in the planning process. The paper was well received by Officers and Councillors of all parties and has been endorsed by both the Environment Quality and Climate Change Panel (EQCCP) and a Scrutiny Committee. Nigel is Vice Chairman of the EQCCP.

Officers are presently considering how the priorities put forward in the Paper can be incorporated in planning processes. Hazel Wright (Lib Dem) Opposition Leader at Stratford commented: "Nigel is a very well informed and persuasive personality on these issues and has achieved a great deal, including bring forward a scheme for solar panels for residents across the District. This Paper is another strand of Nigel's efforts, to taking practical, sensible measures that will have the support of the community in addressing environmental issues."
